Thailand does not have Yellow Fever, and does not want it in their country. If you have recently visited or traveled through a country that does have the disease, you must show proof of vaccination when obtaining a Thai Visa, and also upon entry at the Immigration checkpoint.
This regulation applies to recent travel of more than 12 hours. A short transit in an airport will not be an issue. A 24 hour overstay will cause the need. If you visited one of these countries in the distant past, you do not need the vaccination. The disease is very debilitating and presents itself within 2 weeks of exposure.
These are the countries subject to the regulation. All are in tropical South America and Africa.

If your passport is from one of these countries, but you do not live there now, you can provide proof of your domicile elsewhere to avoid the need of the vaccination. Be sure to get that proof approved when you get a Visa. Do not take your chances at the immigration gate in case your proof is not acceptable.
If you do need this vaccination, it must be done more than 10 days before you arrive in Thailand. Once you have had the vaccination, it is good for 10 years, so keep your proof. Some other countries require it too.

My advice if you are not sure of your status, and do not have proof of the vaccination, is to contact your nearest Thai Embassy or consulate and state your case - the sooner the better.
I have never visited any of the countries with yellow fever, so I do not have first hand knowledge of the ins and outs of this issue. If you do have personal experience, please chime in with a comment.
