I agree that bad anarchy can be a kind of mob ruling democracy which may have been part of the downfall to the Roman Empire centuries ago for example. In other words, like you said, power vacuums have been used historically to replace one form of big government with another big form of government, meaning that anarchy has been used by tyrannical authoritarianism, historically speaking, we can see these patterns again and again and again and again and again as we study world history, psychology, anthropology, etc.
