In fact the AFU blew up the dam and stranded their forces on the east side of the Bakhmut river, on the other hand the Russians flooded and stranded 10k AFU in a large area killzone on the eastern bank of the Inhulets. Now you're claiming the AFU is hoarding Shells, yet they poured in about two dozen Regiments in Bakhmut and left them without artillery, in a war of attrition, and to defend in a place where they are not only outgunned by one order of magnitude, based on their own numerous admissions, as has been the news from the front of the AFU since early June, but without support and surrounded, and targeted by artillery from 80km away and even glidebombs, all the way to close and devastating Tos-1 Thermobaric.
