As problem emerge, some are noticeable early on, while others take time to create a high enough degree of impact or effect to be detected. Not everyone perceives the same thing at the same time, and some don't see problems even after they do manifest obvious symptoms.
At some point though, the issues can often be seen for what they are as the situation decays more and more. At that point, what happens? Do people try to fix the issue? Or do they try to outlive it and just get by hoping it doesn't affect them that much?
In many cases, even when we see a problem, and want to do something to fix it, we can't. We are often disempowered from doing something about issues taking place. Many things are occurring on a large scale and involve many people doing it, or many people supporting a few people doing it. It's not always evident what can be done, or if anything can be done, at least for the individual that see it and wants to do something about it.
An entrenched cause that produces negative effects can't easily be reverted by one person, or even by many people trying to change it. Not understanding an issue will leave us disempowered and unable to know how to tackle it and move forward to change things.
Many issues are so large that we don't even know where to begin. But speaking about what we see to increase the awareness of the problem is a good place to start. Even if we don't know where to start to resolve the issue, we can start the ball moving towards that end by getting more people involved in trying to figure out. For if there is no knowledge of the problem to begin with, there can't be any thought put into finding a solution to it.
The daunting enormity of a problem, or it's complexity,often leads to feeling like we can't do anything about it and don't have any power to affect change. So rather than even try to speak about it to make others aware, or try to think about it more, understand the issue more deeply, to identify the cause, it's easier to just go on as things are. Keep on keeping on. Go with the flow.
Exerting energy, effort and time into thought, or into trying to change flow of a society and the direction it is headed in, is a lot of hard work, with much resistance to change. There is even pressure to silence those who dare to speak up or try to change things.
This is an uncomfortable situation to be in, with anxiety and insecurity that can develop. It can be detrimental to our inner wellbeing, and depending on the severity of the issue it can be detrimental to fight against an issue because people will physically fight against you to protect their entrenched way of life and the current condition they are attached to.
This is what Morpheus refers to int he great allegory of the Matrix movies regarding how society functions:
"The Matrix is a system, Neo. That system is our enemy. But when you're inside, you look around, what do you see? Businessmen, teachers, lawyers, carpenters. The very minds of the people we are trying to save. But until we do, these people are still a part of that system and that makes them our enemy. You have to understand, most of these people are not ready to be unplugged. And many of them are so inured, so hopelessly dependent on the system, that they will fight to protect it."

As situations decay, more people become aware. But others can still be so entrenched into the condition they are conditioned into accepting, that they will fight against those who speak up against the way they do things. They will ignore, deny and reject any valid exposition of the decay or problems within a system.
It's a tough path to take to challenge the systemic way of living and try to find a better way of doing things, but it's worth it. It's worth it for ourselves as individuals to stand for it, and it's worth it for everyone at large even if they don't realize the help we are trying to provide by challenging standardized norms of acceptability.
It's better to try to fix a problem, than ignore it and hope to outlive it, and leaving others to try to do something about it or end up in a further state of decay.
