GifCam is an app that works like a camera that stays on top of all windows so you can move it and resize it to record your desired area.
Features
You can record any part of the screen: into an animated *.gif image.
Gifcam automatically optimizes the output file. reduces the file size.
Offers many options like changing the number of colors (can reduce the file size more,) removing some frames and changing the delay of frames.
Can be used in many creative ways: like sending an animated message with just notepad and GifCam.
